Agency vs freelancer vs fractional CMO: which one fits?

Three ways to cover marketing without a full-time hire: agency, freelancer and fractional CMO. How they differ and when to pick which.

A freelancer is a pair of hands for one task. An agency is a team for several channels. A fractional CMO is the person who decides what to do in the first place and owns the result.

The choice depends on what your company is missing. Have a plan and need people to execute it? Take a freelancer or an agency. Don’t know where to start, or nobody watches the whole picture? You need someone in a decision-making seat.

Freelancer: fast and cheap, if you know what you want

Poland has around 330,000 freelancers, according to a Useme report. Marketing and advertising is the biggest group of clients, at 25 percent. Finding someone is easy.

A freelancer is great for a well-defined task: graphics, copy, a single campaign. The trouble starts when you have three freelancers and nobody connects their work into one plan. Each does their part well. The whole leads nowhere.

Agency: broad scope, billed for activity

An agency gives you more hands and more skills under one roof: SEO, campaigns, social media, sometimes production. It bills for what is in the contract. Whether marketing sells is on someone at your end.

Often that someone is the owner. Who has no time anyway.

Fractional CMO: one person, full ownership

A fractional CMO runs a company’s entire marketing a few days a month: strategy, campaigns, content production. Where needed, they pick and coordinate freelancers. Companies choose this model mainly for experience. According to Heidrick & Struggles, 44 percent of organisations hire fractional executives for fast access to expertise, and only 22 percent mainly to cut costs.

That’s how I have worked with BWS Event Support since 2023. One person handles TikTok, recruitment, the newsletter, trade fairs and sales offers together with the sales team. At dabrowskimedia that means one owner of the result, one invoice and one phone number.

Which one for what

ModelBest whenWhat you don’t get
FreelancerYou have a brief and one specific taskNobody connects tasks into a strategy
AgencyYou need execution capacity across several channelsNobody owns the overall result
Fractional CMOYou don’t know where to start, or lack a decision makerFewer hands than a big agency, some tasks go to subcontractors

A detailed comparison with an agency is in fractional CMO vs agency, and the costs of all three options in how much does a fractional CMO cost. The scope of my work is on the fractional CMO page.

How is a fractional CMO different from an agency?

An agency bills for the activities in its contract. A fractional CMO owns the strategy and the result, and picks and coordinates the people who execute.

When is a freelancer the better choice?

When you have one well-defined task and someone in the company watches the big picture. For single projects a freelancer is the cheapest option.

Does a fractional CMO replace the agency and freelancers?

Partly. They do a lot themselves and bring in subcontractors for specialist work. Ownership of the whole stays with them.
